Unfortunately, larry has still not arrived at my settlement, even though i met all the requirements to hire him, and got his dialogue for it.
Smiling larry is a vendor that can be encountered in the commonwealth in 2287. I'm assuming all bc i don't think it's possible to have 30 normally but i just want to be sure. I have never run into a merchant named smiling larr. He can be recruited as a weapons vendor and sent to an allied settlement when the total linked settlement population reaches 30.
